The Yoorrook Justice Commission is concerned by media reports regarding alleged government failures in ensuring fairness in the award and administration of large contracts in the construction sector.

Using its powers as a Royal Commission, Yoorrook is investigating systemic injustices against First Peoples, including within the Victorian economy, and has the power to call witnesses, compel the production of documents, and make findings and recommendations.  Yoorrook’s inquiries in this area are ongoing, and it is considering further investigative steps.

The recent reports have surfaced just weeks after Yoorrook held public hearings examining opportunities for increased economic participation by Victorian First Peoples, including in the context of sizeable construction projects.

In recent days, Yoorrook has been contacted by a number of First Peoples suppliers, organisations and individuals wishing to share their experiences, including of alleged misconduct and exploitation within the sector.  These reports follow a number of submissions previously received on the topic.

As part of its ongoing inquiries, Yoorrook welcomes further submissions (including on a confidential basis) to inform an assessment of:

  • Any Government failings in providing fair opportunities for First Peoples businesses to participate in large procurement processes (including construction projects); and
  • Any necessary reforms to enforce oversight and integrity and encourage increased First Nations economic participation.

Yoorrook Commissioner and Deputy Chair, Travis Lovett said:

Increased participation in the Victorian economy is essential for Victorian First Peoples, if true Self-Determination is to be achieved

We encourage affected First Nations businesses and individuals to continue to come forward, including on a confidential basis, to contribute to our ongoing inquiries, and inform necessary change in the sector.”
